George was born in 1930 in Baltimore City to George William Arthur and Margaret Mary Burns. He grew up in the Hamilton section of Baltimore and went to St. Dominic's parochial school, Loyola High School (Blakefield) and Loyola College / University. He became a certified public accountant and was a graduate of Loyola's Master’s Program.

George took great pride in being part of the Arthur family of Baltimore. A descendant of an Irish immigrant who arrived in New Orleans in 1849 and took a boat to Baltimore, he became a part of the history. His father was a Councilman from the Third District of Baltimore as well as his uncle James F. Arthur and his Aunt Ann Arthur. All three died in office. His cousin, John G. Arthur was also the Chief Assessment Officer for Baltimore City during these years.

Other than a brief stint with the Securities and Exchange Commission, George spent more than four decades in healthcare administration and was recognized as a leading financial executive in the Maryland Hospital Industry. To those who worked with him he was considered the Dean of the Chief Financial Officers. He worked for five hospitals, including: Johns Hopkins Hospital, Greater Baltimore Medical Center (GBMC) and Dimensions Health System. He was known for his expertise in hospital rate regulations such as Medicare and the local rules of the Health Services Cost Review Commission. His technical skills were always balanced with fairness and honesty. He also served the industry on the Maryland Hospital Association committees and as President of the Hospital Financial Management Association.

After retirement George became heavily involved with volunteering in his community, volunteering with: the Ellicott City Historical Society, Howard County Historical Society, Our Daily Bread, and AARP Taxes for Seniors. In addition, George loved to sing and participated in a number of choirs, including: Church of the Resurrection Choir, Archdioceses of Baltimore Choir, Amhranai Na Gaelige (The Irishman's Chorale) and the Funeral Choir for Saint Paul's Church and Saint Mark's Church.

He is survived by his wife of 40 years, Toni and children Janice Shupe (husband Stan Shupe), Tracey Russell (husband Wes Russell), Elizabeth Snowberger, John Arthur, Susan Dawson (husband Stuart Leitch) and grandchildren Kimberly Smith (husband Jared Smith) Christopher Shupe, Daniel Shupe, Alexis Arthur, and Connor Arthur. He is also survived by his brother, Edward P. Arthur, Grace Steedman, Patricia Arthur, Mary Josephine Bowen and Catherine Dolan. He also has seventeen nieces and nephews as well as numerous cousins.

The family suggests sending memorial contributions to Our Daily Bread or Gilchrist Hospice Care.
