He was the son of Luis Ernesto Guillen and Rosita Arrazolla Guillen of San Salvador, El Salvador, now deceased, who immigrated to the United States when Frank was a teenager. They ultimately settled in New York.

He spent his career designing radar defense systems for military aircraft and satellite imagery. He was a long time member of St. Paul’s/Resurrection parish in Ellicott City. Frank was an avid sports enthusiast coaching his children in multiple sports. He participated in starting the Columbia Soccer Association at Running Brook Elementary School which eventually became what is now SAC. Frank was an active tennis player at Forest Hill Swim & Tennis club. After retirement, Frank resided in Ocean City, MD and Bluffton, SC where he was an active volunteer, golfer and photographer.
