He attended Berwick High School where he excelled on both the football field and basketball court. On his 18th birthday, he enlisted in the United States Navy where he served for 2 years during WWII before returning home to attend Bloomsburg State College where he received a Bachelor of Science degree in History and Education. He later went on to receive a Master Degree from University of Maryland in Political Science. Frank was a social studies and political science teacher at Howard High School for 32 years from 1952 to 1983, affectionately known by his students as “Mr. Lupe”. He loved being a classroom teacher and helping his students to achieve their goals. Although he served as a football and basketball coach at Howard for several years, he was best known for starting the first golf program in Howard County in 1959. He touched the lives of many students and fellow faculty members during his time spent at Howard, encouraging his students to become engaged and active in the political process. Following his retirement from Howard High he was appointed by Governor Hughes to serve on the Howard County Board of Elections and as its President for nearly two decades from 1981 to 2000.
Frank’s greatest joy was his family. He was deeply proud of his children and grandchildren, and celebrated their accomplishments. Frank spent his retired years traveling with family and friends, golfing at Hobbits Glen, babysitting his grandchildren, and supporting his local parish, Our Lady of Perpetual Help in Ellicott City.
During his later years, Frank lived at Lighthouse Senior Living Center. His legacy of love, patience, and perseverance will continue to live on in the hearts of those who knew him.
