Richard J. McCloskey, born on May 1, 1939, passed away peacefully on January 8, 2025, after a long battle with Parkinson's disease.
Rich was preceded in death by his parents, Joseph and Loretta McCloskey; his sister, Kathie Decker; and his beloved daughter, Lisa Georgules. He is survived by his devoted wife, Lynn; his son, Paul, his wife, and their children; as well as Lisa's husband and daughter. Rich cherished his role as a grandfather and took great joy in celebrating birthdays, recitals, and holidays with his grandchildren and creating lifelong memories during family trips to the Outer Banks.
A proud U.S. Army veteran who served during the Vietnam War, Rich dedicated his life to public service. He earned his Bachelor's degree from Rutgers University and a law degree from the University of Maryland. After a distinguished career, he retired as the Director of Legislation and Regulations for the Indian Health Service within the U.S. Department of Health and Human Services, where he played a vital role in shaping healthcare policy.
Rich was a passionate sports fan and a long-time Baltimore Ravens season ticket holder. He also loved to travel, exploring destinations across the United States and internationally.
Rich will be remembered for his unwavering love for his family, his service to his country, and his incredible sense of humor. His legacy of kindness, integrity, and joy will live on in the hearts of those who knew and loved him.
