Born in Oak Park, Illinois to parents Duncan Ferguson and Isabelle Hart. He graduated cum laude from Morris Harvey College (now University of Charleston) in West Virginia. Upon graduation, he joined the Social Security Administration (SSA). Bill's professional life was marked by his dedication to public service. As the Director of the Division of Payment Policy at SSA, his work was instrumental in shaping the policies and procedures that affected countless lives. His colleagues at SSA remembered him as a leader who led with empathy and integrity, always putting the needs of others ahead of his own.

Bill was a voracious reader of about 40 books a year, sharing them with others before donating them to charity.  His love for sports was another defining aspect of his personality. Whether as a participant in volleyball and tennis or a spectator of college basketball, he found joy in the spirit of competition and the camaraderie it fostered.

In his passing, we remember a man of great intellect, unwavering dedication, and profound kindness. His memory will live on in the hearts of all who knew him and he will be dearly missed.
